  1. Reviewed and dispersed the mail. 
  2. The selectmen read and accepted the minutes from the previous meeting. 
  3. Reviewed and signed Warrant #8 ($39,877.81). 
  4. The selectmen voted to have the Vienna Broadband Authority with the Skowhegan Savings Bank. The selectmen voted to move $300,000 into that account. 
  5. The Selectboard voted to move all accounts to Skowhegan Savings Bank. 
  6. The Selectboard talked with Lisa Goucher about her recent Spirit of America Award.

Selectmen's meeting - April 11, 2023 Present:Laura Church, Jeff Rackliff, Josh Heck
  1. Reviewed and dispersed the mail. 
  2. The selectmen read and accepted the minutes from the previous meeting. 
  3. The selectmen worked on updating property cards. 
  4. The selectmen marked all Property cards that have filed an intent to build permits. 
  5. The selectboard discussed the reevaluation that will start in July 2023. 
  6. Josh Heck talked with the selectboard about expectations for spring cleanup and summer mowing.

  1. Reviewed and dispersed the mail. 
  2. The selectmen read and accepted the minutes from the previous meeting. 
  3. Reviewed and signed Warrant #7 ($108,329.07). 
  4. The selectboard worked on cleaning the office and setting up folders for new contract.
  5.  Opened lawn mowing bids for 2023. Only one bid was received:

    Homestead Handyman (Josh Heck) $5,780.00 for mowing and $1,750.00 for spring clean-up. Homestead Handyman was awarded the 3-year contract. 

  6. The selectboard discussed the invitation from Readfield to join them with the household hazardous waste collection clean-up day. Eric Dyer sent an email with the invite for the clean-up day that will take place on Sunday, July 9th, 2023 at the Readfield Transfer Station. The Selectmen discussed and agreed bulky pickup takes care of the same items.

Planning Board Meeting - March 22, 2023 Present:Waine Whittier, Alan Williams, Creston Gaither, Ed Lawless, Andy Dunbar

The meeting convened at the Town House at 7:00 PM. Regular members present were Waine Whittier, Alan Williams, Creston Gaither, and Ed Lawless. Also present was Andy Dunbar of Thayer Engineering in Farmingdale. Minutes of the February 22 meeting were read and accepted. 

Andy is consulting with Greg and Carrie Schulze, owners of land at 568 Ithiel Gordon Road depicted on tax map 11 as lot 43-P. There is a 3 bedroom existing house, which is small and compact; the bedrooms are on the top floor which is reached by a very steep staircase. The Schulzes would like to build an apartment on the back end of the existing garage for their parents. This would be within the existing footprint of the structure. They have a septic system which has been upgraded to support 4 bedrooms. The proposed apartment would have a small bathroom but no kitchen. The existing structure lies within the Shoreland Zone. The Shoreland Zoning Ordinance (SZO) was briefly reviewed and Andy was advised that as long as the project stays within the existing footprint no new SZO permit is required. 

It was agreed that the Mooring Ordinance which the Board has been discussing should probably wait until Winthrop has resolved the issues it is having with its Mooring Ordinance.

MINUTES OF THE REGULAR MEETING OF THE VIENNA

PLANNING BOARD HELD  FEBRUARY 22, 2023

 

Because of a snowstorm there was no quorum available for the meeting scheduled for January 25. Alan and Waine met briefly at the Town House at 7:00 PM but no formal business was conducted. Tonight’s meeting convened at the Town House at 7:00 PM; regular members present were Ed Lawless, Creston Gaither, and Tim Bickford. In the absence of chairman Waine Whittier, Creston was elected Acting Chairman. Minutes of the December 28 meeting were read and accepted. The Board voted 3-0 to concur with Waine’s email to Wally Seymour of January 31 advising Wally that no permit is required for the tree removal at tax map 11 lot 11-W about which he has inquired, so long as the work conforms with Shoreland Zoning Ordinance standards.

Selectmen's meeting - February 21, 2023 Present:Chris Smith, Jeff Rackliff, Laura Church, Kerry Casey, Ed Lawless, Jim Anderberg, Brian Church, Sarah Watson, Zack Braband, Stan Webster, Wayne Renyolds
  1. Reviewed and dispersed the mail.
  2. The selectmen read and accepted the minutes from the previous meeting.
  3. Reviewed and signed Warrant #4 ($13,705.53).
  4. A resident raised concerns about the dumpster located at the end of the Klir Beck Road. The dumpster has not been emptied for a few weeks and seems to be frozen in. Chris is going to give Riverside Disposal a call and check on this.
  5. The Selectboard met with Jim and Ed from the Broadband Committee to discuss how the paperwork is coming along and talked about what needs to be done next. The selectboard is looking to work with Skowhegan Savings Bank for the Broadband project. The selectboard will provide Maine Connectivity with a list of names that represent the Town. The Vienna Broadband Committee will stay intact and continue to work on this project with the Selectboard. The selectboard is looking at possible project managers for the Broadband project.
  6. Received the bill from Franklin Printing for the Town Reports: $16, 898.00 for 450 reports.
