MINUTES OF THE REGULAR MEETING OF THE VIENNA
PLANNING BOARD HELD OCTOBER 23, 2024

The meeting began at 7:00 PM at the Town House. 

Regular members present were Waine Whittier, Creston Gaither, Alan Williams, and Ed Lawless.
 

Minutes of the September 25 meeting were read and accepted.
 

In view of the coming holidays, it was agreed to cancel the regularly scheduled November and December meetings, and to hold an extra meeting on December 4. Creston will advertise this.

Recent Notification of Construction permits were briefly reviewed.

The meeting adjourned at 7:10 PM.

1. Reviewed and dispersed the mail. 

2. The selectmen read and accepted the minutes from the previous meeting. 

3. The select board emailed a copy of a property card to a realtor for Map #3 lot 73. . 

4. The select board talked with Ed about today's Broadband Meeting and how to get information out to the residents. The following ideas were discussed; 

   A. Send out a letter on a Vienna Letterhead and mail in the Towns envelopes. 

   B. Have an informational lunch. 

5. The select board approved having Fitch Heating install a heat pump into the Broadband Central Office. The building will be at the correct temperature for the equipment to operate efficiently. 

6. Mike Rogers reviewed the Towns Property Sales/transfer to set our compliance percentage with our mill rate. 

7. The select board opened three winter sand bids; 

   i. Castonguay: $7.25 per yard of sand 

   ii. Robbin Day: $7.25 per yard of sand 

   iii. Dave Stephens: $6.00 per yard of sand 

   The contract was awarded to Dave Stephens, out of Belgrade, for $6.00 per yard for winter sand. The Town of Vienna will purchase 1,000 to 1,500 yards this year in order to bring the supply up to 2,500+ yards. 

8.  Mike Rogers reviewed all property sales/ transitions for the 2023 year along with property cards along with reviewing the tax commitment and evaluations.

4. Mike Rogers reviewed all property sales/ transitions for the 2023 year along with property cards. 

5. Ed Lawless updated the selectmen on the progress of the broadband project

3. The select board discussed how the Central Office will be started this week and the equipment has been ordered. 4. The select board reviewed a property card for a property the Kennebec Land Trust owns. 

4. Mike Rogers reviewed all property sales/ transitions for the 2023 year along with property cards. 

5. Ed Lawless updated the selectmen on the progress of the broadband project

3. Reviewed and signed Warrant #19 ($31,175.46). 

4. Discussed a request from Kyes Insurance Company to inspect the Fire Department and other town buildings. A date will be set and the walk through is expected to take place this month. 

5. The select board met with the Broadband Committee to review the fiber optic progress. The Central Office will be built this month as the electrician and the builder have been contacted. 

6. CMP has started to change the poles in order to prepare for the fiber in which the town will start to put up. 

7. The Winter Sand Bids will open on October 22, 2024 for 1,000 yards of sand and 150 tons of salt.

PLANNING BOARD HELD SEPTEMBER 25, 2024

The meeting began at 7:00 PM at the Town House. Regular members present were Waine Whittier, Ed Lawless, Tim Bickford and Creston Gaither and alternate member Steve Trehu.

Minutes of the August 28 meeting were read and accepted. Steve was made a voting member in the absence of Alan Williams.

The subdivision question outlined in the August minutes was briefly discussed. Creston will check to see if the exceptions outlined in the State subdivision statute might bear on this question.

The meeting adjourned at 7:30 PM.

3. The selectboard met with Ed Lawless to discuss the progress on the Broadband project. Ed will meet with a representative from Axiom to review the Central Office location and discuss concerns regarding the installation of fiber by both Consolidated Communications and Spectrum (neither company was interested in servicing the Town during the initial stages of the broadband process). Town representatives have contacted the MCA about these concerns.
4. The selectboard created a new tax card for 1.6 acres purchased from a larger lot. This will be Map 7, Lot 32 for 1.5 acres.
