MINUTES OF THE REGULAR MEETING OF THE VIENNA
PLANNING BOARD HELD AUGUST 26, 2026
The meeting began at 7:00 PM at the Town House. Regular members present were Waine Whittier and Creston Gaither; also present was alternate member Steve Trehu. Steve was designated a voting member in the absence of a quorum.
Minutes of the July 22 meeting were read and accepted.
Regarding the possible Short Term Rental Ordinance, Steve said he won’t be writing the appendix mentioned in the July minutes. There was a consensus that Tim Bickford had suggested that we include an appendix outlining the regulations of which a renter should be made aware.
John Rodrigue’s email of August 3 about Mark Rains’ proposed driveway was briefly discussed. Mr. Rodrigue had said he would attend tonight’s meeting but did not do so. The Board’s consensus is that Vienna has no regulatory control over such driveways.
Creston will see if he can find the Road Ordinance that Vienna once passed.
Ned Van Woert’s application was reviewed. The consensus is that we should treat the proposed item as a dock, and it was agreed that to be prudent we should do a site visit. Waine will email Ned to arrange this.
Jim Meader’s inquiry as to the Harpines’ Shoreland Zoning permit was discussed. Creston found no evidence that the permit was ever issued. Creston will ask Jim for a written application.
It was agreed to postpone further discussion of a Short Term Rental Ordinance until more members are present. It was also agreed that all members should read the draft ordinance prior to the next meeting.
The meeting adjourned at 8:05 PM.
