The Tuesday night meeting was postponed until Wednesday night because of the winter weather.

2. Read and accepted minutes from the previous meeting
3. Reviewed and signed Warrant # 3 ($32,261.28)
4. Selectmen finalized the warrant articles for the 2017 town meeting. The budget amounts to be raised at town meeting, as presented in the Warrant, total $553,811.00. Dodi will take the completed town report to Pettingill Printing in Leeds on Monday, February 13. The reports should be back in town by Thursday, March 2, to be mailed out Friday, March 3.
5. Selectmen received a proposal letter from Creston Gaither to work on the property transfers (April 1, 2016 to April 1, 2017) and update the town tax maps, etc. Selectmen voted to accept the proposal as written and will contact him.
6. Selectmen reviewed and signed the Bank Reconciliation Report.

3. Received and discussed a Citizen’s Petition presented to the selectmen proposing changes to the Building Ordinance. Discussed the possibility of having the public hearing on the petition in conjunction with the public hearing on proposals for Town Meeting Warrant (proposals for changes to the Building Ordinance, Subdivision Ordinance and the Shoreland Zoning Ordinance) presented by the Ordinance Review Committee. The presenter of the Citizen’s Petition has requested that the proposal be voted on by secret ballot on Friday March 10th when we vote for town officials.
4. Discussion between Mr.Yates and CEO John Archard on an ongoing legal matter. Mr. Yates requested a reply (from John) to a letter sent to the selectman in late December.
5. Discussed the possibility of the Ordinance Review Committee proposals being voted on by secret ballot as well.
6. Road Commissioner, Dan Goucher turned in his report for the town report. Dan and the selectmen discussed the upcoming road maintenance and paving accounts for the 2017 budget.
7. Selectmen worked on the warrant for the Town Meeting.
8. Discussed the fact that, so far, no one has come forward to run for RSU #9 School Board Representative for Vienna. Maine Municipal Association has told us that if no one runs for the position, the selectman can appoint someone to a one year term.

MINUTES OF THE REGULAR MEETING OF THE VIENNA
PLANNING BOARD HELD JANUARY 25, 2017

The meeting convened at 7:10 PM at the Town House. Regular members present were Waine Whittier, Ed Lawless, and Creston Gaither. Minutes of the December 14 meeting were read and accepted.

Creston reported that he found a survey map that indicates that the Ford cabin discussed in December in fact lies in Mount Vernon.

It was voted 3 – 0 to support the 50 foot setback that has been proposed to bring various land use ordinances into conformance with each other.

Waine’s Annual Report (for the Town Meeting Warrant) was reviewed and approved.

The meeting adjourned at 7:35 PM.

The Ordinance Review Committee met Thursday, January 19th at the Town House at 6:30 pm.  Marianne Archard and Susan Burns attended.

The first discussion item covered review of the proposed ordinance amendments on road setbacks and mobile home park subdivisions. Marianne agreed to make the changes necessary for the February public hearing.

The second discussion item concerned the public hearing date, time and location, set for the Ordinance Review Committee's regular meeting, February 19th at 7 pm in the Town House.

The discussion then covered the Committee's report for the Vienna 2016 Town Report and public notice for the February public hearing.  Susan agreed to draft the Committee's annual report and ordinance warrant articles and the public hearing notice.  Marianne agreed to post the public hearing notices with the proposed amendments at the Town House and Post Office and to send them to Jim Anderberg to post on the Town's website.

3. Reviewed and signed Warrant # 02 ($15,023.65).
4. Lengthy discussion with the Towns Financial Auditor, Stephen Hopkins. We talked about findings in the completed 2015 audit. Stephen gave suggestions of information we could add to the Town Report to give a more complete picture of our budget; a better way to present our revenues and well as appropriations.

3. Lengthy meeting with town resident and other family members regarding their properties in Vienna. Creston spoke as a surveyor and as the person who updates Vienna’s tax maps. The confusion of property ownership has been resolved, but there is still a question of acreage resulting from a survey of an abutting property. Creston will review the survey and all maps pertaining to the situation. Name changes will be made for the 2017 tax bills.
4. Selectmen worked on the Town Warrant for the March 11th town meeting.
5. Selectmen reviewed the Bank Reconciliation report.

4. Entered Executive session with CEO John Archard. Selectmen gave him a letter they received pertaining to a legal case he is working on. Two cases were discussed.

6. Reviewed and signed Warrant #1 for 2017. ($ 80,992.03)
7. Received Thank You letters from the Mt. Vernon Food Bank, Kennebec Land Trust, Franklin Cemetery and Kennebec Behavioral Health for 2016 donations from the town. These are all special accounts voted on at Town Meeting.
