| Planning Board Meeting - December 14, 2016 Present:Alan Williams, Ed Lawless, and Creston Gaither | [NO MEETING IN NOVEMBER OR LATE DECEMBER] Creston had advertised this meeting as a substitute for the regularly scheduled November & December meetings which were cancelled in view of the holidays. The meeting convened at 7:00 PM at the Town House. Regular members present were Alan Williams, Ed Lawless, and Creston Gaither. Alan was elected Acting Chairman in Waine Whittier’s absence. Minutes of the October 26 meeting were read and accepted. Dan Huettner wants to jack up the Ford cabin on Flying Pond and replace the existing foundation. Alan said it may not need a Shoreland Zoning Ordinance permit as it may be more than 250 feet from the pond. No change in its footprint is proposed. It was agreed that Mr. Huettner should contact CEO John Archard. Alan will do this on his behalf. Creston will see whether he has a survey map depicting this cabin. The meeting adjourned at 7:15 PM. | Ordinance Review Committee Minutes - November 17, 2016 Present:Committee members: Jim Anderberg, Marianne Archard, Susan Burns Planning board members: Creston Gaither, Waine Whittier, Eddie Lawless, Alan Williams Code Enforcement officer: John Archard |
The meeting focused largely on the draft ordinance revisions establishing consistent road setbacks in the Building, Shoreland Zoning and Subdivision ordinances. Much of the discussion pertained to the 60-foot setback from public roads and the purpose of the setback. Three of the PB members expressed concern that it was excessive, limiting building from too large an area of a lot. VORC members pointed out that on 4- rod (66 ' right-of-way) roads, a shorter 40- foot setback could result in buildings located only seven feet from the edge of the r-o-w. It was finally agreed to set the road setback distance at 50 feet, as currently required in the Subdivision Ordinance. It was also agreed to add proposed language addressing lots with both water and road frontage and setback requirements. Discussion also covered considering the appropriate fees for building permits for temporary buildings as well as changes to the Subdivision Ordinance regarding mobile home parks.

| Ordinance Review Committee Minutes - October 20, 2016 Present: Jim Anderberg, Marianne Archard and Susan Burns | Committee members agreed to invite the Planning Board to the November meeting to review and discuss proposed revisions to three ordinances: Building, Shoreland Zoning and Subdivision. Discussion followed about developing draft language on consistent road setbacks in all three ordinances. The proposed changes would set a consistent 60-foot setback from public roads as currently required in the Building Ordinance and a 40-foot setback from private roads, establish measurement from the centerline of the existing traveled way and delete measurement from the edge of the r-o-w in the Building Ordinance. Susan agreed to draft the proposed revisions and send them to other members in late October so the draft could be reviewed and revised before the November meeting with the Planning Board.
