Selectmen's meeting

  1. Joe Salley from the State Tax Division was present to do the sales ration analysis to determine our Valuation percentage rate. We are currently at 100%.
  2. Reviewed and signed Warrant #2.
  3. Discussed Governor LePage’s current proposals to take the following revenues away from towns: Tree Growth, Homestead Exemption, Revenue Sharing, & Excise Taxes. The effect on Vienna could be as much as $147,000 in lost revenue.
  4. Reviewed a report from Kennebec Sheriff’s Office. They responded to 46 calls in Vienna during 2012.
  5. Received and selected a picture for the cover of the Town Report from Jon Ljunggren.
  6. Linwood reported two roads with sink holes due to the warm weather. The holes on the Davis Rd. have been fixed. The ones on the Mountain Rd. will be fixed at a later date as they are currently frozen over.
  7. Jon Archard reported that his recertification as Code Enforcement Officer has been completed.
  8. Brian Church requested that the Fire Department budget be held at last year’s figures. He reported that an 18 inch Husqvarna Chainsaw was donated to the Vienna Volunteer Fire Department, Inc. They are in turn donating it to the Vienna Fire Department. The Selectmen accepted the donation.
  9. Brian also reported that he has completed an inventory of all Fire Department gear and equipment, etc. He will meet with Dick Scott of Kyes Insurance to review our insurance coverage.

  1. Linwood reported that he’d received a call from Pat Onion regarding speed and visibility at the corner of Klir Beck Rd. and Tower Rd. This will be discussed at the January 29th meeting.

  3. Worked on the Town Report.

Selectmen's meeting - Jan. 29, 2013

  1. Lidie Robbins presented the annual report from 30-Mile River Watershed Association (to be included in the Town Report). There was a discussion on the articles in the Town Warrant which will raise money for 30 Mile.
  2. Dan spoke as the Town Health Officer. He is willing to be re-appointed and serve for another three years. He is requesting a small line item ($50) in the budget to conduct water tests at the swimming site at the Flying Pond boat launch.
  3. Pat and Dan raised concerns about traffic at the intersection of Klir Beck Rd. and Tower Rd. There are issues with both visibility and speed. There are currently signs in both directions, but it remains a problem.
  4. Roger raised questions about the floors at the Community Room. It was agreed that the floors should be stripped and waxed before town meeting. He also raised concerns about storage of election equipment. Improvement is needed.
  5. Worked on the Town Warrant.
  6. Reviewed and distributed mail.

  2. Linwood reported that he had checked all the roads after the weeks’ high winds.
  3. Opened and distributed mail.
  4. Proofed and signed the final draft of the 2013 Warrant to be included in the Town Report for town meeting.

  2. Dodi reported that the Town Report has gone to the printer, with a return date of
    February 28th.
  3. Lenny Meader dba Meader’s Construction requested a two-year extension of the winter plowing contract based on an option in the contract for an extension at an increase of 3% per year. Approval was unanimous. The contract extension will be signed at a later date.

  1. Reviewed and signed Warrant #4.
  2. Jim Anderberg has resigned as Vienna’s representative to the 30-Mile River Watershed Association. Irene Goff has agreed be the new representative.
  3. Marianne Archard will be the new editor of the town newsletter beginning with the April/May issue.
  4. Reviewed and distributed mail.
  5. The selectmen voted to accept Creston Gaither’s proposal to update and maintain the tax maps for 2013.
  6. Roger discussed painting the bathroom at the Community Room and reported a possible leak in the bathroom ceiling. He will investigate.

  3. Linwood reported that the roads would be posted on Wednesday, March 6.
  4. Signed paperwork from the State Department of Transportation pertaining to road work to be done on Townhouse Road (Rt. 41) from the New Sharon town line to Tower Rd.
  5. Bid farewell to outgoing 3rd Selectmen Laura Church and outgoing Road Commissioner Linwood (Junior) Meader.

  • Welcomed Jeff Rackliff as newly elected Third Selectmen.
  • Elected Dodi Thompson as Chairman of the Board of Selectmen.
  • Discussed creating a grant writing committee. Michael Montgomery has offered to chair.
  • General discussion and briefing with Jeff on duties of the Selectmen.

• Received a letter from Robert Weingarten in regards to the proposed wind power ordinance.
