6. Mr. Williams expressed interest in cutting wood from town owned property referred to as the “Old Dump”.The selectboard has been advised the cutting of trees on town owned property would need to go out to bid. The selectboard will look further into this option of raising money for the town.
7. The selectmen will meet on Thursday, June 18, 2020 at 6:30p.m. to set the mill rate.

4. Mr. McCarthy expressed concerns over people speeding past his home on Route 41 (just outside the village) in Vienna. The selectmen advised him to contact the Sheriff's Department and the State Police on this matter. Mr. McCarthy also expressed concerns over the wearing of face masks at the selectmen meetings. The selectmen directed Mr. McCarthy to the sign, located on the entrance, requesting anyone entering the Town House to wear a mask.
5. A citizen expressed concern over a covered dead end sign on the Cumner Road. The sign is going to be moved closer to the beginning of the road making it more visible.
6. Ed Lawless updated the selectmen on the broadband committee's progress. Joe Young, Chairperson for the Broadband Committee, will attend a future meeting to further update the selectmen on the process and to explain the next step(s).

5. Ed Lawless updated the selectboard on how the fiber internet for the town is coming along. The broadband committee is continuing to work on this and will send a consultant to talk with each of the six towns.The committee has decided the best option is fiber optic to each home. It was discussed and agreed to stay working on this as a group. We have six vendors to look at and consider. Two have responded with positive responses.
6. The selectmen reviewed and discussed an email received from Ed McCarthy. Ed has continued concerns about the selectboard’s use of face masks.

NO MEETINGS BETWEEN FEBRUARY & MAY DUE TO THE COVID-19 SITUATION

MINUTES OF THE REGULAR MEETING OF THE VIENNA PLANNING BOARD May 27, 2020

• The meeting convened at the Town House at 7:00 PM. Regular members present were Waine Whittier, Alan Williams, Creston Gaither, Ed Lawless, and Tim Bickford. Minutes of the February 26 meeting were read and accepted.
• The Board discussed recent outconveyancing from the Craig property, known in recent years as Tax Map 10 Lot 22. The State Subdivision Statute, M.R.S.A. Title 30-A §4401, was reviewed briefly. The recent outconveyances, and another said to be proposed, do not appear to create the “three lots within a 5-year window” which would create a subdivision as outlined in the statute, as one is a conveyance to an abutter and another did not create a third parcel, and the proposed new outconveyance is a gift to a relative by blood, marriage or adoption. The Board voted 5 –0 that a subdivision requiring municipal review will not be created by the proposed third outconveyance.
• Creston will contact Matt Siegel to coordinate a site visit to his father-in-law’s Flying Pond property.
• The Board agreed to try to resume regular meetings.
• Ed reported on the broadband committee. All 6 towns have agreed they want to pursue a fiber-to-the-home option and to remain allied. Some fiber companies have expressed interest and want the towns to have “skin in the game.”
• The Board reviewed an undated letter from Don Ripley regarding the proposed levelling of his camp at 12 Waugh Road. Creston will write to him and advise him that the Board finds that no permit is required for this (all agreed that this is the case).
• The Board understands that Gary Fuller has resigned as Code Enforcement Officer. The selectmen are looking for a replacement.

3. The selectmen discussed Covid-19 and the Governor's response. Mr. McCarthy had a concern with people speeding past his home. He has had contact with the State of Maine about a radar sign and he will forward the contact information to us. Mr. McCarthy had concerns with some of the selectmen not wearing masks at the meeting. He is also concerned about people not wearing masks at the Flying Pond Variety Store. We informed him that the store is located within the town of Mt. Vernon. Mr. McCarthy should speak with the Mt. Vernon selectboard.

4. The selectmen discussed concerns of a resident. Ed McCarthy is concerned about people driving fast on Route 41 and other local roads. The selectmen will contact the Sheriff's Department to ask for additional patrol in Vienna. Ed McCarthy is also concerned with people not wearing masks and following other state mandates for corona. The mandates state if a person has medical conditions then they do not need to wear a mask. HIPAA states we are not able to ask a person if they have a medical condition and people have attended meetings without a mask but are maintaining social distance. His concerns about people not wearing masks at local businesses was shared even though those businesses are not in Vienna.
5. Mr. Bacon is interested in property/house in Vienna. The selectmen looked at property maps and cards.
6. Mike Stoddard called and is looking for information on map #10 lot 128. He would like to build a shed on the property. He was informed to call the Vienna Planning Board.
7. There is a sinkhole in front of the old Dam Shop. The owner is going to need to fix this because of the public safety issue of it being so close to the road. The selectmen talked with the Road Commissioner. Dan will be contacting Maine Drilling and Blasting to get estimates on blasting some ledge on the Tower Road and the Vienna Mountain Road. Dan has graded the Stream Road, Besse Road and the Davis Road. The town will not receive the normal amount of funding from the state.

5. The selectmen discussed the culvert issue at Parker Pond. The culvert gets clogged by beaver every year. This issue is being dealt with.

4. The selectmen opened bids for the spring clean up and the yearly lawn mowing contract. The contract was awarded to Luke Olson for spring clean up and Devin Webster for the mowing contract. Smith will contact all and inform them as to the results.
