3. Extensive “housecleaning” work session going through files, and records stored in boxes. Pulled out a lot of the ones we no longer have to keep. We go by the State regulations for municipal records. Some files must be kept for one, two, or six years; some for thirty years, and many records, of course, must be kept permanently. As far as dispersing goes, some records can merely be thrown away (recycled) and those of a confidential nature must be destroyed.

4. Fire Chief Church reported that the Fire Department received a quote to rebuild the pump on engine 82 - $8,200.   NNPA states that the pump needs to be rebuilt; it is unable to produce volume. It will be retested this spring.

3. Selectmen signed the new P.S.A.P. contract for dispatching services – July 2016 through June 2017.
4. John Archard turned in permit paperwork along with checks for fees.
5. Discussed a sand stock issue. Abuse of the town’s resources by certain residents has been reported. Selectmen discussed possible ways of pursuing the issue and asking the residents to reimburse the town.
6. All the 2015 reports are in. Selectmen signed the final draft of the Warrant for Town Meeting. Dodi, town report editor, will have everything ready and delivered to the printer (Pettengill’s in Leeds) on February 12.
7. Opened bid for Map 6, Lot 90, the land that went out for auction. The town received only one bid for $100.00 (from Chris Smith). When the property was put out to bid in 2015 with a minimum bid required, no bids were received. This time there was no minimum and we only received the one bid. A quit claim deed will be issued.

4. Discussed the Town’s insurance coverage for Town employees and volunteers. Jeff will contact Kyes Insurance, with whom we have the majority of our coverage and MMA, with whom we have Worker’s Comp, in reference to current insurance policies.
5. All gravel roads are being posted this week. This is necessary because of the higher than normal winter temperatures and abnormal weather patterns.
6. Selectmen were notified that the clearing of the cell tower lot is to begin this week. Their plan is to have construction of the tower completed by June of this year.

The meeting convened at the Town House at 7:05 PM. Regular members present were Waine Whittier, Alan Williams, Ed Lawless, and Creston Gaither. Also present were John and Marianne Archard.

The Board considered the Kellys’ proposal to remove all the pine from the area near the pond on their Flying Pond parcel depicted on tax map 10 as lot 35 and to replant the disturbed area with hemlock. Alan presented this proposal and is involved with the project and thus recused himself from the Board’s deliberations. The Board had visited the site on January 23, with licensed forester Harold Burnett present. The pines are concentrated in the center portion of the area The timber harvest section of the Shoreland Zoning Ordinance (SZO) was reviewed. The area in question lies within the Limited Residential District of the Shoreland Zone. The Board voted 3 – 0 that this proposal should be reviewed under SZO Section O(2) and not Section P. Alan presented data from Harold Burnett indicating that 27% of the trees in the center portion of the area would be harvested. Less than 30% of the trees in the other portions would be harvested. It was agreed that the SZO’s 40% limit applies to the entire area and not just to one portion. It thus appears that the 40% threshold would not be reached under the present proposal. The Board understands that the area to be most intensely harvested is to be replanted. A review of Table 1 in the SZO indicated that no permit is required for this project.

The Board moved on to a discussion of the proposed Building Ordinance, with John and Marianne representing the Ordinance Review Committee, which drafted the ordinance. Proposed amendments to Draft 1 were discussed vigorously. It was agreed that a public hearing for the proposed ordinance should be held prior to its adoption; and that the ordinance should indicate that Planning Board approval as required by the SZO must be obtained prior to the issuance of a Building Ordinance permit for any project within the Shoreland Zone.

3. Entered into an executive Session with the Code  Enforcement  Officer  to  discuss  a “Consent Agreement” for  land use violation. Selectmen, CEO and property owners were present.
4. After a lengthy discussion, exited Executive session. Decision made to go forward with a revised Consent Agreement (to extend the time frame for  payment  of  fines,  etc.) CEO will continue to work with property owners toward final resolution of the situation.
5. Selectmen continued to work on 2016 budget.
6. Selectmen worked on the 2016 town report and warrant.

4. Reviewed a letter from the Kennebec Behavioral Health in regards to services provided for Vienna residents. They will again be on the town warrant in our list of special accounts.
5. Received a request from Life Flight for a donation. Selectmen discussed and decided not to put their request on the warrant going forward. (Note: Life Flight has never cashed the $100 check we issued to them in 2014.)
