Planning Board - Minutes: Mar. 24, 2010


The meeting convened at 7:00 PM at the Town House. Members present were Waine Whittier, Alan Williams, Nanou Laliberte, Ed Lawless, and Creston Gaither. Also present was Sue Burns. Minutes of the February 24 meeting were read and accepted.

The board discussed the Harris & Stefaney shed permit application (for tax map 5A lot 32-4) and agreed to require the applicants to either stake out the proposed structure or appear at a site visit.

The Potter timber harvest permit was turned in (see January minutes). It was noted that at the March town meeting the Timber Harvest Ordinance was repealed (by a unanimous or nearly unanimous vote with little discussion) and that this was therefore the last permit issued under that ordinance.

FEMA's March 10 letter to the selectmen, forwarded to the planning board, was reviewed. Waine read a related letter from the State Planning Office dated January 27 saying that the Town will have 6 months from the effective date of new flood hazard maps to adopt a new floodplain management ordinance (FMO); but that the new maps are not yet in effect. It thus appears we need do nothing at this point. Waine has also received a draft FMO dated January 5.

BRCA's letter of March 19 regarding a gravel road workshop was reviewed.

Site Plan Review Ordinance (SPRO) options were discussed at length with Sue Burns and a model ordinance was reviewed. Concerns were raised about applicability and the meaning of "commercial" versus "non-residential" use. Sue will bring Mount Vernon's SPRO to the next meeting. Concerns not addressed in the model ordinance, such as noise, light, and odor, were discussed.

Waine noted that Roger Wing has expressed interest in being an alternate board member.
