  4. Discussion with Road Commissioner, Dan Goucher: The culverts on the Egypt pond Road have been replaced. Bessey Road has been regraded. New road signs have been received – one “Dangerous Intersection” and two “Handicapped”. They will be installed later this week.
  5. Seven of the Vienna Fire Fighters donated their pay (July through December) back to the Department. The money will be used toward payment for the new equipment (forestry skid tank) that the department needed.
  6. A non-resident land owner has requested that the town remove a boat from her property. The boat was left on her property off Tower Road by unknown persons (she reported this to the State Police and/or Sheriffʼs Department). The selectmen will contact her representative to say that this is a private issue, not a town matter.
  7. The selectmen and Ernestine Emery, sexton, signed three deeds for lots sold at the Vienna Municipal Cemetery. Annie Tibbetts acted as notary.

  3. There was no new business. Selectmen had a general discussion of budget issues looking to the 2014 budget. March town meeting will be held on Saturday, March 8th

  4. Reviewed Treasurerʼs Bank Account statement and report.
  5. Selectmen had general discussion of the 2014 Town Meeting which will be on March 8th.
  6. Discussed the Public Hearing the Planning Board held with Global Towers on the proposed cell Tower in Vienna.
  7. Reviewed and discussed the letter from B.M.V audit.
    This is done by the State of Maine whenever a transfer of town clerk has taken place. A follow up audit will also be done.

  3. Signed acceptance letters from Stephen Hopkins in regard to the 2012 Audit for the Town of Vienna. The audit is now available.
  4. Discussed the townʼs newsletter, noting that it was one of the largest to date, which if it is mailed would take extra postage. Most people are now getting the newsletter directly to their email address or on the town website. Less than 20 are being mailed through the post office at this time.

  4. Had report from Dan Goucher, Road Commissioner:
    He declared that overall the roads are in “good shape”.
    Culverts have been cleaned and prepped for spring run-off. The Egypt Pond culvert has been once again cleaned of beaver debris.

Due to Christmas Eve and New Yearʼs Eve falling on Tuesdays this year, there will be no selectmenʼs meeting until January 7th. Happy Holidays!

  3. Reviewed and signed Warrant 25 from 2013 and Warrant 1 from 2014.
  4. Reviewed the 2012 Audit. A portion will be included in the town report.
  5. Dr. Thomas Ward RSU 9 superintendent attended the meeting to discuss LD 667 and itʼs impact on local towns. Currently Vienna is at 84% of the 100% of itʼs share like other small towns in Maine. Towns and School districts will have three years to bring this up to 100% match. General Purpose aid from the state has been reduced. This covers Essential Programs and Services which are mandatory. (Please see a letter from Dr. Ward page 11 in the newsletter for a fuller explanation of LD667.)
  6. Road report: Due to the recent rain and ice storm, water is running into the road on Cumner and Mountain Roads. Chris has filled out the paperwork (with Kennebec County Emergency Management) for the Town of Vienna to apply for about $10,000.00 in damages reimbursement.

  3. Road report after yet another ice storm:
  4. The town used it entire stock of salt and has had a new trailer load delivered. The salt was purchased for the same price as when it was stock piled in the fall.
  5. The Cumner Road and Mountain Road received some extra work with ditching - snow banks were pushed back to get the water back into the ditches.
  6. Selectmen worked on the warrant for the 2014 town meeting on March 8th.

  3. It was reported that the Kennebec County Sheriff’s Department responded to the town of Vienna 12 times in 2013. (Note: This number was later corrected to 91)
  4. Reviewed the 2014 budget – continued to work on the articles of the warrant for the 2014 town meeting.
  5. Brian reported that the Fire Department has received a grant to put equipment on the new forestry skid

  3. Read and accepted minutes from previous meeting.
  4. The selectmen received information that a Mt. Vernon resident was seen getting sand from our sand pit and that possibly someone else was taking the sand for commercial use. These allegations will be investigated. Selectmen discussed putting a game camera at the sand shed. The sand may be used by town residents to sand their own driveways - two five gallon buckets may be taken as needed.
  5. Selectmen finalized and signed the 2014 warrant. Dodi reported that the town report will be ready for the printer (Pettengill Printing in Leeds) on Friday, February 7th.
