Selectmen's Meetings are the 1st & 3rd Tuesday of every month at 6:30 p.m. at the Vienna Town House, Route 41, Vienna Maine. Work Sessions are the 2nd and 4th Tuesdays of each month and the 5th Tuesday as needed at the same time and place.

Selectman's Meeting - January 2, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Barry Emery, Marti Gross, Connie Smith.

  1. The Selectmen went over the list of contents needed for the 2007 town report. We will be gathering written reports with a deadline of January 31st . Dodi will be the town report editor again this year. Each Selectman will be contacting individuals to remind them that written reports are needed as soon as possible.
  2. Dispersed and opened mail.
  3. Reviewed and signed warrant #25 (2007) and warrant #1 (2008).

Selectmen's Meeting January 8, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Beth Evans from KJ.

  1. Selectmen began to work on the warrant for March Town Meeting.
  2. Brian reported that the Fire Department will probably be asking for a little more on their budget this year. He said that their budget would include an hourly increase for firefighters to offset fuel costs as well as an increase in the fuel budget for fire trucks.
  3. Selectmen agreed that they should donate the town boat and trailer to the newly formed 30 Mile River Association. They were purchased with funds raised by local lake associations and donated to the town. Since the town will no longer hire its own Lake Warden, the boat and trailer are considered as “surplus” equipment.
  4. Lidie Robbins was appointed as the Vienna representative to the 30 Mile River Board of Directors.

Selectman’s Meeting - January 15, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Jr., Marti Gross, Steve Lilley, Beth Evans from K.J.

  1. Linwood reports that he had to do some repairs to the Kimball Pond Rd. and the Varney Rd.
  2. Brian reported that he had Emery Enterprises clean the snow off the community building roof, and that they will continue raking the roof for the rest of the winter. This should keep the roof from leaking.
  3. John Sexton, our assessing agent, has reported that the assessment is 99% complete. He will be sending the new assessments to property owners by mail sometime in February.
  4. Reviewed and signed warrant #2
  5. We received a letter from Cliff Wells, director of the “Central Maine Regional Communication Center” reminding us that we have to contract with someone for PSAP (Public Safety Answering Point) services as the Kennebec County Sheriff’s Office Dispatch will soon close down. The selectmen voted to contract with C.M.R.C.C. as our PSAP E-911 provider. The Fire Department will continue to be dispatched by Winthrop Dispatch.
  6. The Vienna Comprehensive Planning Committee came in to discuss the findings of the Maine State Planning Office pertaining to Vienna’s Comprehensive Plan. Members of the planning board were also in attendance. It was agreed to put the Comprehensive Plan vote on the warrant at the March Town Meeting, rather than the paper ballot at the town officials election. The general consensus of the selectmen and planning board members was that we would support the plan as it is, but would not want to see stronger language added on the subject of zoning at this time. Comprehensive Plan Committee Members in attendance: Sue Burns, Norma Wing, Ed Hinckley, Libby Harville, Peg Lang and Consultant Gwen Hilton. Planning Board members in attendance: Waine Whittier, Creston Gaither, Bob Bassett, and Alan Williams.

Selectman’s Meeting - February 5, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Barry Emery, Marti Gross

  1. Reviewed and signed warrant #3
  2. The Selectmen voted to purchase another 1000 yards
    of sand and salt at the request of Road Commissioner Linwood Meader.
    This has been a hard winter and the sandpile is getting low. This should carry us through the rest of the winter, with hopefully some leftover for next season.
  3. Continued work on the warrant for Town Meeting.
  4. The Town of Vienna has received its contract from the State of Maine Department of Public Safety for its P.S.A.P. services. We will officially sign the contract after funds are raised at town meeting.

Selectman’s Meeting - February 12, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Barry Emery, Linwood Meader, Jr.

  1. Reviewed and signed the official warrant for the March Town Meeting
  2. Linwood had a meeting with the head bus driver & the transportation assistant from SAD 9 and did a “ride around” over all the roads that Sad # 9 buses travel on in Vienna. (the Vienna bus driver had made some complaints about Vienna’s roads & turnarounds) The two reps from Sad #9 agreed that the roads in Vienna are just fine.
  3. Barry Emery talked to us about getting some snow removed from the fire station/community building parking lot as he was running out of room to put snow.
  4. Lenny & Colleen Meader (Meader’s Construction) came in to talk with us about the fourth year option of their snow plowing contract. It was agreed that the current contract will be extended for the 2008- 2009 season for $96,674.04. Actual contract extension will be signed sometime in March.
  5. The selectmen asked Lenny to push back the excess snow at the Community Building and the Town House parking lots.
  6. It was reported that a trial date for Hall vs. Vienna has been set for Friday, March 14th at 8:00 A.M.
  7. Mail was opened and dispursed.

Selectman’s Meeting - February 19, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Beth Evans from K.J.

  1. The Town received a letter of engagement from our
    auditor Stephen T. Hopkins. He will be doing the audit for the year ending December 31, 2007.
  2. Reviewed and signed warrant #4.
  3. Opened and dispursed mail.
  4. Dan Onion and Lidie Robbins from the 30 Mile River Watershed Association met with the selectmen. Dan reports that they now are approximately 19 board members. The Association is now certified as a 501-c3 organization (non profit). Dan also reports that the association is working on a fee schedule for thevarious Towns and Lake Associations that are current members. The 30 Mile Association is also working on hiring a Lake Warden for the upcoming season. They also plan on having courtesy boat inspections (for mil-foil and other invasive plants) setup at all boat landings this summer.
  5. Dodi reported that she delivered the copy for the Town Report to Pettingill printing in Leeds on Friday, February 15th. The report should be ready for mailing on Friday, February 29th.

No meeting was held on February 26th due to weather.

Selectman’s Meeting - March 4, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Jr., Marti Gross, Connie Smith.

  1. Reviewed and signed warrant #5
  2. Opened and dispursed mail.
  3. Reviewed a resolution as written by Mark Robinson, Town Manager of Fayette regarding the new P.S.A.P. (Public Safty Addressing Point). This resolution debates the mandate of making towns contract and having to pay for these services. We agreed as a board to not support this resolution.
  4. Opened (3) bids for repairing the roof at the Fire
    Station/Community Room. The work scope for the bid consists of removing the existing metal roof, putting up new plywood decking, installing ice & water shield, and putting the metal roof back on. The bids were as follows:
    1. $14,200.00
    2. $10,246.12
    3. $ 9,800.00
    The board voted unanimously to award this contract to the lowest bidder pending approval of funds at Saturday’s town meeting.
  5. The Hall vs.Vienna trial date set for March 14th has been postponed. No new date has been set as yet.

Selectman’s Meeting - March 11, 2008

Present: Dodi Thompson, Chris Smith, Brian Smith

  1. Selectmen were notified by Atty. Stephen Langsdorf that the trial for Hall vs. Town of Vienna) has been rescheduled for Tuesday, March 18th in Superior Court in Augusta.
  2. Reviewed our notes from the town meeting and verified the Town Clerk’s total for appropriations. The total is $471,876.00.
  3. Discussed and agreed to begin the application paperwork for the 2008 TAN (tax anticipation note) with TDBankNorth.
  4. Opened and dispersed mail.

Selectman’s Meeting - March 18, 2008

Present: Dodi Thompson, Brian Church, Marti Gross, Linwood Meader

  1. Discussed the fact that John Sexton has mailed cards with the new valuations to all Vienna property owners.
  2. Dodi reported that the trial was held today for Darrell Hall et al vs Town of Vienna et all. The trial ended with the Judge ruling in favor of the Town of Vienna et al and against the Halls.
  3. Opened and dispersed mail
  4. The 2008 service agreement with the Franklin County Animal Shelter was signed earlier today by Dodi Thompson and Donald Tibbetts, Animal Control Officer.
  5. Linwood reported that he has “posted” all the dirt roads in town.
  6. Selectmen agreed to change their meeting time to 6:30 P.M. (from 6:00), effective March 25th.
  7. Reviewed and signed Warrant #7.

Selectman's Meeting - March 25, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Marti Gross, Linwood Meader, Jr.

  1. Selectmen had some discussion with Linwood about the general condition of all the dirt roads in town. They have all been posted for mud season.
  2. Dodi & Marti have been working on the Municipal Fact Sheet and Cash Flow report for TDBankNorth. We are asking for a TAN of $100,000.00 with an interest rate of 3.19%. Lee Bragg of Bernstein Shur will be our bond counsel for the note. The closing date is set for April 7 th .
  3. Dan Onion came in to go over the formula that Northstar Ambulance Service uses to come up with the fees they charge each town for service. Dan has also been in touch with Winthrop Ambulance Service to see if they could be an option for Vienna . We will continue to explore this option to see if we can get the same service we get now for less money in the future. The agreement we have now with Northstar goes through July 2009.

Selectman's Meeting - April 1, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Marti Gross, Linwood Meader, Jr., Steve Lilley, Beth Evans from K.J., Peter Kallin.

  1. Peter Kallin from the Belgrade Regional Conservation Alliance came in to let us know that they are in the process of buying approximately 140 acres of land in Vienna to go with the Kennebec Highlands. Currently they have closed on 40 acres with the rest to follow. Peter also brought in the paperwork to have the land classified as open land. He brought a letter for the selectmen to sign saying we support their continuing efforts to acquire more land. The selectmen agreed to sign this letter.
  2. Steve Lilley came in to ask about how to setup the agreement between Vienna and Readfield concerning the hiring of the Lakes Region Mutual Aid Paperwork person. This person will be an employee of Readfield, but will handle some of Vienna Fire Department's paperwork.
  3. Reviewed and signed warrant #6.
  4. The selectmen signed the P.S.A.P. agreement (voted on at town meeting) with State of Maine Dept. of Public Safety. The agreement will be sent to Cliff Wells, head of CMRCC.
  5. Opened and dispersed mail.

Selectman's Meeting - April 08, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Jr.

  1. The selectmen voted to accept a $200.00 donation to the Vienna Fire Department from the Legendre Family.
  2. The selectmen had a lengthy discussion about the new property values. They seem to be very consistent and fair across the board. Basic values for house lots have gone up and well as the price of land per acre. These charts are available at the townhouse. Our goal is to be at 100% of fair market value. Exemptions will also be at 100% now. Those with questions about their new valuation should call assessor John Sexton at 622-6133. The selectmen have received very few calls related to the new assessments, but if we do, we refer them to Mr. Sexton.

Selectman's Meeting - April 15, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Jr., Steve Lilley

  1. Selectmen had discussions about some of the letters and emails each of them have received concerning the revaluations. We will pass them on to John Sexton.
  2. Reviewed and signed warrant #7
  3. Received our final bill for $4392.91 from Preti-Flaherty and Attorney Stephen Langsdorf for services rendered for the Hall vs. Town of Vienna lawsuit and trial. The total cost of defending the lawsuit was $11,422 (from June 2006 through the trial in March 2008).
  4. Steve Lilley reports that the Fire Department will be purchasing a boat motor and trailer from the Readfield Fire Department for $1000.00. The Vienna Fire Department, Inc. will be paying half the cost. The boat is 16 ft. long with an 8 horse power motor. It will be available around the 1st of June.
  5. Sean Goodwin from Kennebec County Emergency Management came in to talk with us about getting Vienna to be N.I.M S. (National Incident Management System) compliant. The selectmen in conjunction with the Vienna Fire Department. & K.C.E.M.A. will work on this. Brian will be the Town's point man on the project and will set up training sessions necessary for certification.

Selectmen's Meeting - April 22, 2008

  1. Linwood reported that all the frozen sand has been screened and piled up,making it ready for use next winter.
  2. Brian reported that he is working on getting the town NIMS compliant. We will have more on this next week.
  3. Dodi met with John Sexton on Monday, April 21, to go over some questions concerning the revaluation. John reported that he is meeting with property owners almost daily. The plan is to have all the conferences and possible adjustments done by the middle of May so the tax bills can go out by June 1 st.

Selectmen's Meeting - April 29, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Beth Evans from KJ

  1. Opened and dispersed mail.
  2. The Selectmen signed a Memorandum of Understanding between the Central Maine Incident Management Assistance Team and The Town of Vienna. This agreement states that we the Town of Vienna will call on the CMIM team to assist us if needed during a major incident.
  3. The Selectmen agreed to use the National Incident Management System (NIMS) as the basis for all incident management in the Town of Vienna . All first responders and selectmen will be taking a three hour course with testing for certification. This course will take place in the Community Room on Thursday, May 15th.
  4. John Sexton reports that he is continuing to talk with and meet with property owners.

Selectmen's Meeting - May 6, 2008

  1. Read and accepted Minutes from April 1 st and April 8 th .
  2. Selectmen received a copy of a letter from CEO John Archard to Robert and Patricia Thompson. After inquiries and investigation, it was concluded that their new construction on Flying Pond ( Town House Rd ) meets the required 100 foot setback as permitted by the Vienna Planning Board.
  3. It was reported that the basic Veteran's Exemption is $6000 as of January 2008 (up from $5000).
  4. Reviewed and signed Warrant #9.

Selectmen's Meeting - May 13, 2008

Present: Dodi Thompson, Brian Church, Linwood Meader, Jr., Lenny and Colleen Meader.

  1. The selectmen signed a fourth year contract with Lenny Meader dba Meader's Construction to Plow and Salt/Sand Winter Roads for the 2008-2009 season. The amount of the contract is $96,674.04. The increase is due to rising fuel prices. This addendum is attached to the 3 year contract signed in August of 2005, with all the rules, regulations and requirements of same. That contract has a clause allowing an additional fourth year option.
  2. Linwood reported that he has completed the grading and work on Stream Road, Davis Road, Besse Road, and Klir Beck Rd. He still has work to do on Mountain Rd., Kimball Pond Rd., and Varney Road .
  3. It was reported that there will be a Public Vote on SAD #9 proposed budget on Thursday, May 22 at 7:00 P.M in the Mt. Blue High School Gymnasium. A required follow-up vote will be held in the individual towns on Wednesday, May 28th.

Selectmen's Meeting May 27, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Jr., Marti Gross, Lynn Hamblet, Dan McBride, et.al.

  1. Signed a painting contract with Lynn Hamblet for painting of the ramp, the window trim and sills and building skirting of the Town House. This job will begin after June 7th .
  2. We talked with a couple of camp owners on Flying Pond that came in to check values of properties around them. They (and others) will be meeting with John Sexton at the Town House on June 4th. Dodi will also be attending these meetings.
  3. Discussed when the tax bills will be going out. There was a two week delay on wrapping up revaluation inquiries as John Sexton had to be out of town due to illness in his immediate family. The tax bills should be going out sometime in early June.
  4. Read and approved minutes from May 13th meeting.

Selectman's Meeting - June 3, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader Jr., Marti Gross, Steve Lilley, Barry Emery, Peg Lang

  1. Linwood reports he has been cleaning up a few blown down trees on the Bessey Rd.
  2. Steve reports that the Fire Department has not yet received its Federal Grant money for the purchase of the Jaws of Life. Also Steve wants to remind folks that they always need to reserve the community room with him.
  3. Reviewed and signed Warrant#11
  4. Jim Craig came in to talk with us about getting a refund of the excise tax and registration fee he had paid on a car that he had registered a month early. Jim had asked the town clerk to hold the check until he had the car inspected to see if it would pass. The car did not, he decided to not keep the car on the road, he returned the plates to the state, but the check had been deposited. The selectmen agreed to give him a refund.
  5. We signed the Homestead Property Exemption Form for the State. This year we will use 100% valuation rate, which makes the homestead exemption 100% ($13,000). Currently Vienna has 189 Homestead Exemptions.
  6. John Sexton has appointments with people tomorrow (June 4) throughout the day. Dodi will also be attending these appointments.
  7. Mark & Carol Hedden sent a copy of a letter from York Hill Surveying to Mark & Carol Hedden dated 7-23-03, concerning the closing of the Anderson Rd. from their house to John Archard's. The letter states that The Town voted at the March 3rd, 1947 Town Meeting to close the road.(an excerpt from the meeting is included with the letter). The Heddens say that their understanding is that they now own the road and want to know if that is the case. We will forward this letter to M.M.A. for their opinion.
  8. Received a letter from Dan Onion and the 30 Mile River Water Shed Association thanking the town again for the old Lake Warden Boat. The letter also states that the group is looking into hiring a Lake Warden.
  9. Pulled out all the property cards that have any acreage in tree grown. These will be upgraded with the 2008 Tree Growth rates.

Selectman's Meeting - June 10, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Marti Gross, Steve Lilley, Lee and Muryl Araps

  1. Linwood has a grader working on the Kimball Pond Rd.
  2. The Fire Department grant for the Jaws of Life has been deposited in the Town's bank account. The Fire Department should be receiving the equipment this week.
  3. Lee Araps came in. After meeting with John Sexton, he was still not satisfied with the assessment on his building and brought in an application for an abatement. He was told that abatement requests can not be accepted by the selectmen until the actual tax bills go out. He will bring it back at a later date.
  4. Went over the Municipal Tax Rate Calculation Form which is used to set the mil rate.

Selectman's Meeting - June 17, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Jr., Barry Emery, Beth Evans from the K.J.

  1. Louise Kilponen came in to clear up her tax bill. A shed was assigned to the wrong property. We will correct this.
  2. Reviewed and signed Warrant #12
  3. The Fire Department. received the grant money for the “Jaws of Life”. The total cost for the piece of equipment is $24791.00; the grant will cover all but $2400.00 of the bill.
  4. Linwood will now begin the next phase of repairing and improving town roads. He will also be getting a quote for paving the Egypt Pond Rd.
  5. Update on the dead moose floating in Flying Pond: A Game Warden came out and got it up on the right of way portion of an island. The moose has been covered with lime. This will keep the smell down and speed up the decomposing process.
  6. The Norridgewock Landfill wants the town to issue dump stickers to the residents of Vienna . 2000 stickers will cost approximately $500.00. We will be ordering stickers soon and they will be available from the Town Clerk. The stickers will have a one year expiration. Residents can get them when they register vehicles, or by appointment with the Town Clerk.
  7. The Selectman officially signed the Town's Lake Warden boat over to the 30 Mile River Watershed Association.
  8. Received and signed a new photo copier maintenance agreement with Transco.

Selectman's Meeting - June 24, 2008

Present: Dodi Thompson, Chris Smith, Brian Church.

  1. Received a quote from Pike Industries for grinding and paving the Egypt Pond Rd. The cost is $78,830.40. No decision was made at this time on when we will begin this project.
  2. Discussed the abatement process. When property owners apply for an abatement, the application will be reviewed by the selectmen and the assessor. The applicant will be notified by mail if the abatement is granted or denied. If denied, the applicant may then contact the Vienna Board of Assessment review. If the abatement is still denied the next step would be to contact the County Commissioners .

Selectman's Meeting - July 1, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Jr., Marti Gross, Roger Reville, Barry Emery, Beth Evans from the K.J.

  1. The Selectmen voted to accept a donation of $500.00 from the Vienna Volunteer Fire Dept. Inc. to go to the purchase of the new Fire Boat from the Readfield Fire Department.
  2. There was a request from a resident on Stream Road for the placement of two "School Bus Stop" signs and two " Hidden Drive " signs. The selectmen agreed that they were needed for safety reasons. Dodi will order these signs.
  3. Reviewed and signed Warrant #13
  4. Linwood reports that the grading of the Kimball Pond Rd. has been completed. A small wash out on the Mason Rd. has also been repaired. He will be grading the Varney Rd. next. Road repair in general has been going slowly due to the rain.
  5. The selectmen had discussions with several property owners about their new valuations. We have received a few abatement applications to date and expect more in the coming weeks.

Selectmen's Meeting - July 15, 2008

  1. Reviewed and signed Warrant #14
  2. Linwood reports that work is completed both the Anderson Rd. and Varney Rd. The grader is now on the Jesse Land Rd. . Linwood has received the new road signs and hopes to get them up next week.
  3. Steve reports that the new "Jaws of Life" are in and on the the Fire Truck; the fire fighters have been training with them. The new Fire Boat is at the Station. It will be getting lettered soon. Steve would also like to remind everyone that the Fire Fighter's chicken B.B.Q. is Sunday, July 27TH begining at 11:00 AM at the station.
  4. The Selectmen received for review the final draft of the 2007 town audit from our auditor Stephen Hopkins

  1. Dodi met with John Sexton to go over the abatement applications that we have received. John reviewed them, gave his recommendation on some of them and will research others. Chris & Brian will be visiting some of the properties.
  2. Opened and dispersed mail
  3. Discussion on the Community Building : Now that the Town has started to receive tax payments for 2008, work will begin to finish the repairs to the community room.

Selectman's Meeting - August 05, 2008

  1. Reviewed and signed Warrant #15
  2. Linwood wanted to know if we were ready to sign the paving contract with Pike Industries to do the Egypt Pond Rd. The selectman have been waiting to receive the last F.E.M.A. payment from the 2007 Patriot's Day Storm. This last payment comes from the State of Maine. After a long discussion with treasurer Marti Gross, checking on what monies are now available in our currant road accounts, etc., the selectmen voted to sign the paving contract for $78,000.
  3. Reviewed the (4) abatements of properties that Chris and Brian went out to visit.
  4. Discussed an inquiry by property owners who wished to create a family cemetery on their property. Since Vienna has no ordinance covering this situation, the property owners will follow state statutes.

Selectman's Meeting August 19, 2008

  1. Reviewed and signed Warrant #16
  2. Received a package from Verrill Dana, L.L.P. Attorney's at Law, concerning the Dorothy S. Waugh Revocable Trust. There is a court date set for September 2 to review the terms of the trust pertaining to distribution. Bangor Savings Bank is the trustee, with Ruth Dunbar as their representative.
  3. Linwood received a new contract from Pike Industries reflecting an increase in the price of materials for work to be done to the Egypt Pond Rd. Pike did, however, lower the price on the grinding of the old pavement. The selectmen signed it and faxed it in. The total amount of the project is $77,362.50 for 3,750 feet x 18 feet.
  4. The Town has received notification that the State will be mailing out the final (FEMA) payment for the road damage from the Patriot's Day Storm of 2007. The check will be $24,000 plus.
  5. Steve Lilley reports that the Fire Department will be getting bids to have Paul Trask's lawn repaired. The lawn was rutted up on the night of the fire that destroyed the Historical Society Building which is on the Trask property.

Selectman's Meeting August 26, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Jr., Wayne and Sheila Russell, David Briggs.

  1. Wayne Russell came in to talk about his property assessment. He owns a lot on Kimble Pond. He was told by the previous owner that he would be unable to build a structure on the property. Since it was assessed this year with a houselot, he filed an abatement request with us. We suggested that he talk with the planning board and get an official ruling.
  2. David Briggs came in to ask us if the town could put up a road sign to slow cars down going north on Tower Road before the Klir Beck intersection. David also had some questions concerning speed limits on Town roads. We informed him that the Maine D.O.T. sets the speed limits and informs the town of any changes.
  3. Linwood reports that there are still a few roads that need some grader work. Robert Ames will be doing this work. We also will be using the same contractor (Linton) as last year to mow the sides of the roads and the old dump again this year.
  4. Selectmen signed several abatement decisions which will be mailed to the property owners.
  5. Opened and distributed mail.

Selectmen's Meeting September 9, 2008

  1. Linwood reports he is continuing to work on the gravel roads around town, grading, ditching and putting in new culverts. He has not yet heard back from Pike Industries as to when they will be starting the paving project on the Egypt Pond Rd.
  2. Two property owners stopped by to get copies of their property cards.
  3. Opened a bid from Emery Enterprises for off road plowing and sanding. This includes the Town House parking lot, the Community Building parking lot, school bus turnarounds, etc. The bid is a three year bid as follows: 1st year $3700.00, 2nd year $3810.00 and 3rd year $3925.00. Selectmen voted to accept this bid. The contract will be signed at a later date.

Selectmen's Meeting September 16, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Marti Gross, Linwood Meader, Barry Emery, Connie Smith, John Archard 

  1. Reviewed and signed warrant #18
  2. Linwood Meader, Road Commissioner, brought a letter from Morton Salt informing him that the price per ton for road salt this year will be $87.09. This is a $30.00 a ton increase from last year. The town will need to purchase 280 tons for this winters plowing for a total of $24,385.00. The Selectmen accepted this proposal and faxed it in to Morton Salt. Linwood also has a price for sand of $4.25 per yard. We need to purchase 2000 yards to mix with the salt for this years sanding, for another $8,500.00. This makes a total of $32885.00 just for salt and sand. We will also have to pay for trucking and mixing.
  3. Connie Smith, Town Clerk/Tax Collector, came in to ask us when we would complete the processing of the property abatement applications that we have received to date. Some taxpayers that have applied for abatements are calling her to find out what their new tax bill will be. Dodi informed her that some letters have already gone out and the rest that we have made decisions on should be going out this week. The selectmen also discussed a letter that we received from a resident who was unhappy because he wanted to register a car last Thursday and Connie wasn't there in the morning. Connie explained that occasionally something comes up during her “regular” hours that she must tend to, but that she always puts the change on her answering machine and a note on her door. She was available by appointment later that day, as she is all through the week. Anyone who has a complaint of any kind is encouraged to attend a selectmen's meeting to discuss the situation.
  4. The selectmen received two proposals from the town house committee for our approval. The first is with Pest Pro for ridding the Town House and out house of rodents, carpenter ants, and other insects. This is for one year of guaranteed service at a cost of $695.00. The second is with JZ Home Improvement to do repair work in the attic and build a cover with a shingled roof over the oil tank. The total for this proposal is $1725.00. The selectmen approved and signed both proposals.
  5. John Archard, CEO, gave selectmen a copy of an agreement with a property owner who had taken care of a violation and agreed to pay the $200 fine to the town. He also presented a copy of a letter sent to a property owner who appears to be building without a permit.

  1. Linwood reports that Pike Industries has been in touch with him and they hope to start the Egypt Pond Road paving project in the next 2 weeks. Linwood also reports that the mowing of the sides of the roads has begun.

  3. Selectmen signed a three year “Off Road Snow Plowing/Sanding Contract” with Barry Emery dba Emery Enterprises.

  1. The Selectmen received an estimate from DownEast Energy to install a new and larger power vent on the furnace in the Community Building/Fire Station. Price $895.00. We accepted this proposal and will tell DownEast to go ahead with this project.

Selectmen's Meeting - October 14, 2008

  1. Jr. reported that the reclaiming project on Egypt Pond Rd. has begun. Kimball Pond Rd., Davis Rd. and Mason Rd. have all been graded.
  2. There was a long discussion between Animal Control Officer Donald Tibbetts, two Vienna residents and the selectmen. The residents' animals had been involved in several situations that Donald had responded to in the past and they were unhappy about the way things were handled. Donald stated that he only gets involved after someone has called him with a complaint, and he handles each situation according to law. The details of a recent incident could not be discussed because it is the subject of an ongoing investigation. The resident was told where his animals had been taken (a state certified facility which is required by law). The responsibility lies with the pet/animal owner to keep their animals on their property and away from other residents' property at all times.

  2. The Selectmen accepted and signed the General Assistance Ordinance Appendices A-C for 2008-2009 sent to us from the Dept. of Health and Human Services. We also had to provide a contact for D.H.H.S. that will be supplied to the State 211 system. Dodi will be the town's contact person.
  3. Linwood reported that the Egypt Pond Rd. paving project is finished.

Selectmen's Meeting - October 28, 2008

Present: Dodi Thompson, Brian Church, Chris Smith, Connie Smith, Barry Emery, Linwood Meader, Jr., Lynn Raymond, Richard Nystrom, Jr., Beth Evans from KJ.

  1. The cost of the paving project on Egypt Pond Rd. by Pike Industries is $76,000.
  2. Selectmen received the Projected 2009 State Valuation of Vienna -$59,100,000.
  3. There was a long discussion between Town Clerk/Tax Collector Connie Smith, Lynn Raymond and the selectmen. Ms. Raymond was speaking for her son, Jeremy who is in the service and lives out of state. She said he had trouble reaching Connie (he had called her four times without a call back, but they were all the same day.) After contact was made Connie found that his car was not due for registration until February, but that he would be shipping out before then. She understood that she could not register his car until January and had told him that. She tried to call Mr. Raymond from the meeting but got his machine. She will follow up until the situation is resolved. Connie stated that if someone calls her and leaves a message with their number, she will return the call within 24 hours.
  4. She also has posted hours: 9:00 AM to 12 PM , Tuesdays and Thursdays and 1:00 PM to 4 PM on the last Saturday of each month. If you can't see her at these times, she will see you by appointment. No appointments will be made on Sunday, nor will calls be returned on Sunday.

    Ms. Raymond also said she had called Connie recently about an animal issue because she didn't know who our animal control officer was. Connie got the message when she was on the road, and called the animal owner, who was out of state. Twice a year the town publishes a list of all town officials and their phone numbers. It is also on the website, viennamaine.org. It would be helpful if residents saved this list and referred to it when they need to call someone about specific issues.

  5. Selectmen signed the Municipal Valuation Report which is due to Maine Revenue Services on November 1st

  2. Muffy Floyd came in to go over her property card with the selectmen. She also signed out the town projector to be used for a Grange program Friday night.
  3. Dodi reported that someone has asked if any more work would be done on Cumner Road this year. Chris stated that the road maintenance budget has already been expended for the year.

Selectmen's Meeting - November 11, 2008

  1. Linwood reports that he has started to put up the sand and salt for the winter. All of the salt has been delivered and about 900 yards of sand has been trucked in.
  2. The Fire Department turned in the 2008 chimney cleaning donations. The donations were accepted by the selectmen and the $610.00 will be deposited into the Fire Department Account.
  3. The Town received a letter from a resident of Vienna complaining of a potential unlicensed junkyard in Vienna near her property. According to state statutes, it is unlawful to have 3 or more unregistered/uninspected vehicles on your property at any one time without a junkyard license. We will turn the matter over to John Archard, Code Enforcement Officer.
  4. Dodi reported that Vienna had an 85% voter turnout last Tuesday.
  5. Opened and distributed mail.

Selectmen's Meeting - November 18, 2008

  1. Linwood reports he will be adding on to a culvert on the Davis Rd and that a new culvert is needed on the corner of the Bean and Cumner Roads. He also reports that all the winter sand and salt has been put up.
  2. The Fire Department brought in an additional $75.00 from chimney cleaning donations bringing the total to $685.00
  3. Reviewed and signed Warrant #22
  4. Steve Lilley asked the selectmen to send a letter to the Department of Public Safety, Consolidated Emergency Communications Bureau, to request that the Vienna Fire Department be dispatched for all automobile accidents that are called in on 911 in the town of Vienna . Brian will write this letter.
  5. John Archard, Code Enforcement Officer came in to discuss a code violation investigation. He and the Selectmen went into Executive Session.

Selectmen's Meeting - December 2, 2008

  1. Animal Control Officer Donald Tibbetts has scheduled a Rabies Clinic for Saturday, January 10th from 1:30 PM to 2:30 PM in the community room. The cost will be $10 per animal. Animals may also be registered at this time.
  2. The Vienna Historical Society has donated their storage building that was damaged by fire to the Fire Department. The Fire Department plans to rebuild it and use it for storage.
  3. Reviewed and signed warrant #23.
  4. Linwood reports that during the big rain/snow storm on Nov. 25th / 26th, the Town lost a culvert on the Bean Rd. We also had wash outs on most of our dirt roads. This was due to debris being washed into the culverts during the storm.

  2. Marti informed the Selectmen that the Town has $7353.20 of FEMA. money from a 2005 project. The Selectmen voted to release this money into the 2008 general account, earmarking it for road maintenance.
  3. We received our contract from NorthStar Ambulance for July 2009 through June 2010. This contact has an increase of $2171.00 from our current contract. We are currently seeking an estimate from Winthrop Ambulance for comparison.
