Selectmen's Meetings are the 1st & 3rd Tuesday of every month at 6:30 p.m. at the Vienna Town House, Route 41, Vienna Maine. Work Sessions are the 2nd and 4th Tuesdays of each month and the 5th Tuesday as needed at the same time and place.

Minutes - March 5, 2013

  3. Linwood reported that the roads would be posted on Wednesday, March 6.
  4. Signed paperwork from the State Department of Transportation pertaining to road work to be done on Townhouse Road (Rt. 41) from the New Sharon town line to Tower Rd.
  5. Bid farewell to outgoing 3rd Selectmen Laura Church and outgoing Road Commissioner Linwood (Junior) Meader.

  2. Jim Anderberg has resigned as Vienna’s representative to the 30-Mile River Watershed Association. Irene Goff has agreed be the new representative.
  3. Marianne Archard will be the new editor of the town newsletter beginning with the April/May issue.
  4. Reviewed and distributed mail.
  5. The selectmen voted to accept Creston Gaither’s proposal to update and maintain the tax maps for 2013.
  6. Roger discussed painting the bathroom at the Community Room and reported a possible leak in the bathroom ceiling. He will investigate.

  2. Dodi reported that the Town Report has gone to the printer, with a return date of
    February 28th.
  3. Lenny Meader dba Meader’s Construction requested a two-year extension of the winter plowing contract based on an option in the contract for an extension at an increase of 3% per year. Approval was unanimous. The contract extension will be signed at a later date.

  1. Lidie Robbins presented the annual report from 30-Mile River Watershed Association (to be included in the Town Report). There was a discussion on the articles in the Town Warrant which will raise money for 30 Mile.
  2. Dan spoke as the Town Health Officer. He is willing to be re-appointed and serve for another three years. He is requesting a small line item ($50) in the budget to conduct water tests at the swimming site at the Flying Pond boat launch.
  3. Pat and Dan raised concerns about traffic at the intersection of Klir Beck Rd. and Tower Rd. There are issues with both visibility and speed. There are currently signs in both directions, but it remains a problem.
  4. Roger raised questions about the floors at the Community Room. It was agreed that the floors should be stripped and waxed before town meeting. He also raised concerns about storage of election equipment. Improvement is needed.
  5. Worked on the Town Warrant.

  1. Linwood reported that he’d received a call from Pat Onion regarding speed and visibility at the corner of Klir Beck Rd. and Tower Rd. This will be discussed at the January 29th meeting.

Minutes - January 15, 2013

  1. Joe Salley from the State Tax Division was present to do the sales ration analysis to determine our Valuation percentage rate. We are currently at 100%.
  2. Reviewed and signed Warrant #2.
  3. Discussed Governor LePage’s current proposals to take the following revenues away from towns: Tree Growth, Homestead Exemption, Revenue Sharing, & Excise Taxes. The effect on Vienna could be as much as $147,000 in lost revenue.
  4. Reviewed a report from Kennebec Sheriff’s Office. They responded to 46 calls in Vienna during 2012.
  5. Received and selected a picture for the cover of the Town Report from Jon Ljunggren.
  6. Linwood reported two roads with sink holes due to the warm weather. The holes on the Davis Rd. have been fixed. The ones on the Mountain Rd. will be fixed at a later date as they are currently frozen over.
  7. Jon Archard reported that his recertification as Code Enforcement Officer has been completed.
  8. Brian Church requested that the Fire Department budget be held at last year’s figures. He reported that an 18 inch Husqvarna Chainsaw was donated to the Vienna Volunteer Fire Department, Inc. They are in turn donating it to the Vienna Fire Department. The Selectmen accepted the donation.
  9. Brian also reported that he has completed an inventory of all Fire Department gear and equipment, etc. He will meet with Dick Scott of Kyes Insurance to review our insurance coverage.

  1. Began working on warrant for March Town Meeting.
  2. Processed property abatement.
  3. Discussed correspondence received from Crossroads Landfill/Waste Management of Norridgewock. Due to a new state law, effective January 1, 2013, there will be an additional $1.00 per ton fee charged on all construction and demolition debris that is disposed of at a commercial, municipal, state-owned and regional landfills. On January 1, 2014 the additional fee will be $2.00 per ton.
  4. Discussed Governor Lepage’s alleged proposal to ask for municipal vehicle excise tax to go to the state instead of staying in the town.

  3. Received a note of thanks from the Mt. Vernon Food Bank for the town’s annual contribution.
  4. Linwood reported that a couple cars blocking plowing on Davis Rd. and Mountain Rd. had been moved. Two washouts on Mountain Rd. had been repaired. Three trees had come down on Besse Rd. and were removed.
  5. Completed an MMA survey regarding the effect of potential legislation related to commercial vehicle excise taxes.
  6. Worked on the Town Report.

  3. There will be no selectmen’s meeting held during Christmas week. The next meeting will be held on Wednesday, January 2.

  1. Junior reported that the new ditches on Bessie Road were seeded. He patrolled the roads several times to remove branches and debris from recent storms. Junior stated that he will be retiring from the position of Road Commissioner after the March 2013 election.

  2. Brian reported the theft of a portable generator from the fire station. A report was filed with Kennebec Sheriff’s office and he has talked with the insurance company.
  3. Changes to the Timber Harvest Regulations from the Department of Agriculture, Conservation and Forestry were reviewed and we are in compliance.
  4. Opened and distributed mail.
  5. Received and reviewed the new ambulance contract for July 1, 2013-June 30, 2014 with Northstar Ambulance.

  1. Reviewed and signed Warrant #22.
  2. Linwood reported that the work on the Besse Rd. has been completed with the exception of placing hay in the new ditches.
  3. Reviewed and distributed the mail.
  4. Received information regarding the possible installation of a cell tower on Besse Rd. The Planning Board has already been notified of the situation and will be holding a public hearing on this issue when more information is available.
  5. Received the 2011 Town Audit.

  1. Linwood reported that work was in progress to repair the wash-out on the Besse Rd. as well as ditching. Another area for repair was at the corner of Trask Rd. and Rt. 41.
  2. Roger came to discuss three concerns:
  • Storage of voting equipment etc. at the Community Room.
  • The floors at the Community Room need to be stripped and sealed.
  • A file cabinet (and contents) belonging to the town needs to be transferred to the Town House.

  3. Linwood reported that work needed to be done to repair the wash-out on the Besse Rd. from the recent storm. He will be requesting permission from the landowner by Klir Beck Rd. to lengthen the bus/plow turn-around for safely and visibility. He repaired a clogged culvert on Bean Farm Rd.

  1. Reviewed and distributed the mail.
  2. Signed the 2012 Municipal Valuation Return (State of Maine).
  3. Received a memo from Bernstein Shur regarding amendments to Maine’s Freedom of Access Act. Municipalities are required to designate a public access officer to be trained in the new regulations. Dodi was unanimously designated.
  4. Brian turned in chimney cleaning donations for the Fire Department. He also brought a bill and donation for the new light on the flag at the Community Room. Sign and flagpole have been re-done by John Jones and Heidi Dunn.
  5. Voted to accept General Assistance Appendices for October 2012 for October 2013.

  2. Received and reviewed the final letter from Stephen Hopkins regarding the town audit.
  3. Chris reported from Lenny Meader that a few boards and a sill need to be replaced at the sand/salt shed.

  6. Brian Church inquired about capital improvement funds for the Fire Department as they currently to not have enough required bunker gear for each fire fighter.

  1. Linwood reported that three loads of tar had been used to patch Stream Road, Tower Rd. and Bean Rd. Clean-up of debris from last week’s storm has been completed. A culvert on Egypt Pond Rd. has been repaired. The 25 mph sign has been moved just beyond the tar on Klir Beck Rd.
  2. Received and signed the acceptance letter from Stephen Hopkins for the town audit.

  1. Norma Wing of the Town House Committee brought several proposals for painting the front of the Town House (and touch ups on the sides). The selectmen voted to give the job to Jim’s Painting of Farmington Falls for a total of $1880. This was the lowest proposal received.
  2. Stu Rogers came in to discuss his property and taxes with the selectmen.
  3. Mail was reviewed and dispersed.

  1. Reviewed and signed Warrant #16.
  2. Selectmen signed annual Transfer Station and Solid Waste Disposal Agreement with Waste Management of Norridgewock - November 1, 2012 through October 31, 2012. Same rates as last year.
  3. Jr. reported that the grinding and grading of Klir Beck Road will be done on Wednesday of this week; paving on Klir Beck and Tower Road on Thursday.
  4. Hot patch will be delivered to the Parker Pond Boat Landing – repairs to the landing will be done by the Youth Corp and supervised by the 30 Mile River Watershed Group.
  5. Selectmen signed a Quit Claim Deed releasing any interest in a property on Townhouse Road which is now owned by Franklin-Somerset Credit Union.
  6. Mail was reviewed and dispersed.

  • Questions regarding tarring Klir Beck Rd.
  • Concerns regarding water going into the ditch and culvert near his house and washing sand into Flying Pond. Clyde Walton has given suggestions for slowing down the water and sand before it reaches the pond.
  • Reported on the work to be done at the Parker Pond boat landing.
  • As Town Health Officer, Dan reported that he was also now Mt. Vernon’s Health Officer. He will be putting in a budget request for next year for water testing looking specifically for arsenic and coliform – estimated $50.
  • Received a new health officer manual from the State with updated procedures to handle excessive garbage/trash etc. on private property.

  1. Discussed needs for a couple of signs

    “No Parking” sign at the Union Hall (replaced at the Union Hall side of the stone wall).

    Vienna Shores Association requested a “Yield” sign for Vienna Shores Rd. The town will order it, but the Association will cover the cost.
  2. Reviewed and accepted the bid from Upright Frameworks in Wilton for insulating the attic and floor of the Town House.

  2. Linwood will replaced the “No Parking This Side of Road” sign in front of the Union Hall.
  3. Dick Scott from Keyes Insurance met with Dodi to go over the new insurance policy for the town. A 3% increase is reflected.

  5. Reviewed minutes from the Town House Committee
  6. Multiple inquires and bids for insulating the attic and floors. These were reviewed and sent back to the committee.
  7. Acted on the request from the Committee to allow smaller cost items to be contracted out without the bid process. The Selectmen agreed on $1000.00 as the upper limit.

  1. Reviewed and distributed mail.
  2. Linwood reported that work on the Stream Rd. has been completed. No date scheduled yet for paving Klir Beck Rd. and Tower Rd.
  3. Stu Rogers raised questions about a taxation or budget committee. The Selectmen current function in the capacity and work on the budget process beginning in January.
  4. Signed ballots for MMA’s legislative policy and executive committees.
  5. Prepared ad for publication for mowing roadsides and old dump. Bids are due August 7 by 7 p.m. and must be accompanied by proof of insurance.

  1. Reviewed and signed Warrant #13.
  2. Reviewed and distributed mail.
  3. Linwood reported that the Klir Beck Rd. has been graded and rolled and some pot holes filled with ground tar. He has contacted DigSafe and marked the road for paving. Also reported that a beaver dam was plugging up Whittier Pond and causing water to cross the road at the boat landing.
  4. Donald Tibbetts, Animal Control Officer, sent along a report that there have been a number of bear sightings.
  5. Signed Dept. of Transportation Urban Renewal Initiative Program Certificate for funds for paving to be paid in quarterly installments. Estimated funding is $26,532 for fiscal year 7/1/12-6/30/13.

  1. Linwood has taken care of two washouts – one at the bottom of Davis Rd and the other at the culvert on Trask Rd. Repair work has also been done to Stream Rd.
  2. Dan was seeking information to take to the Vienna Ponds Asso-ciation meeting in July. Concerns were raised about pot holes on the gravel/dirt section of Klir Beck Rd. A discussion followed regarding how to best solve the problem.

  3. Signed contract with Bruce A. Manzer Inc. for paving Klir Beck rd. and Tower Rd. (see minutes 6/6/12). Contract not to exceed $75,000.
  4. Brian inquired about missing chairs from the Fire Station. It appeared that someone had borrowed them without permission. Window screens have been repaired and/or replaced at the Community Room. They are working on a permanent location for the green shed which was given to the department by the Historical Society. It needs some repair following the fire, but will be used for storage.
  5. Linwood reported putting coarse gravel at the end of Davis Rd. and on Trask Rd.
  6. Received and reviewed minutes from the Town House Commit-tee. They are getting proposals for insulation, painting, bat removal, and replacement shutters.

Minutes - May 22, 2012

  1. Six sign posts will be delivered next week for new road signs.
  2. Peg Lang raised the following concerns: Too much sand was used on the Cumner Rd., a chain has been placed on the gate at the old town dump, and concerns about mowing the town cemetery across from the United Methodist Church on Tower Rd.
  3. Linwood reported he had met with Dan Goucher re: culverts and ditches on Davis Rd. He has a meeting with Pike Industries for estimates for work on Kilr Beck and Tower Roads.
  4. Jim Wachter requested information regarding the assessment of his home and was provided with a copy of his tax card and abatement application.
  5. Luke Olson discussed his current mowing contract which includes Town House, Community Room/Fire Station, Town Park, and Seavey Corner Cemetery. He signed his contract.
  6. Bids were opened for mowing the Town Cemetery across from the United Methodist Church on the Tower Road. Darrel Varney bid $2575.00 for the season. Luke Olson bid $100.00 per mowing with a season cap of $2000.00. The contract was awarded to Luke Olson.
  7. Mike Rogers from the Maine Revenue Service did the sales ratio analysis.

Minutes - May 15, 2012

  1. Dan McBride came in to discuss the status of the Klir Beck Rd. He also raised concern about the dumpster on the Vienna Shores Rd. being used by people other than those living in that neighborhood. In particular, bulky pick-up items have been placed in the dumpster for regular trash pick-up. Vienna Shores Rd. is a private road. A suggestion was made to move the dumpster out to the public road. No action will be taken at this time.

  3. Discussed bids for mowing the town cemetery.

  3. Discussed current budget realities including school budget and county taxes as they relate to the tax commitment. A meeting was set of Friday, May 11 at 6 p.m. to do the commitment.

  2. Linwood reported that the work on the Stream Rd. was completed. He will check a culvert on the Davis Rd. The frost is still coming out of the ground on the Besse Rd.
  3. Voted and signed TAN (Tax Anticipation Note) for $100,000 at 3.99% with no pre-payment penalty to be issued April 24th with TD Bank.
  4. Donald, Animal Control Officer, signed the 2012-2013 contracts with Franklin Country Animal Shelter. Also discussed issues with animals on the Klir Beck Rd. and Herrin Woods Rd.
  5. Reviewed and distributed mail.

  1. Bob and Pat Thompson came in to discuss the problem of beavers in the town park. They have been destroying a large number of trees. The Thompsons offered to make a donation toward trapping and removing the beavers. Chris will contact Max Yates about live trapping.

  1. Linwood reported that the Stream Rd. is now passable. It needs grading. He will use a load of ¾” stone, dozered and rolled.
  2. Signed a letter related to Article 48 from the 2012 Town Warrant addressed to our congressman and senator pertaining to support (by vote) of the constitutional amendment abolishing corporate personhood.

  1. Reviewed and signed Warrant #6.
  2. Linwood has repaired a few places on the Kimball Pond Rd. and monitoring a place on the Davis Rd.
  3. Connie presented the warrant for the vote to include Starks in R.S.U. #9 (Mt. Blue Regional School District) to be held April 24th from 4-8 p.m.
  4. Reviewed the minutes from the most recent meeting to the Town House Committee.
  5. Reviewed and distributed the mail.

Minutes - March 13, 2012

  1. Being the first official meeting post-election, Laura was welcomed to the Board. Dodi was nominated to chair the Board by Chris and seconded by Laura.
  2. We received an official request from Annie Tibbetts, candidate for Tax Collector and Town Clerk in the election of March 9, 2012, to inspect ballots, voter list, and recount the ballots from the election. This will take place on Thursday, March 15, 2012 at 7 p.m. at the Town House. Laura will place public notices at the Town house and the Post Office.
  3. We received the official copy of the 2012 budget as approved by vote at the Town Meeting. ($497,517 raised and appropriated.)
  4. Reviewed and distributed the mail.
  5. Linwood reported that he has spread 12 yards of brown pack and 12 yards of crushed stone in the Kimball Pond Road. He has another 12 yards on hand.

  2. Linwood reported that the roads are holding up pretty well. There are a couple of big pot holes on the Tower Road that will need attention soon. All roads have been posted.

  1. Selectmen will meet at the Town House on Sunday, March 4th at 2:00 p.m. (instead of 1:00 p.m. as previously noted) to do some filing and organizing.
  2. Reviewed and distributed the mail.
  3. Lidie Robbins, Executive Director of the 30-Mile Watershed Association, presented a detailed report of what the Association has been doing and what they plan on doing in the future. Also representing the Association were Jim Anderberg, Bill Swan (from Belgrade Regional Conservation Alliance), and Len Case (Androscoggin Lake Improvement Association).
