MINUTES OF THE REGULAR MEETING OF THE VIENNA PLANNING BOARD HELD MAY 25, 2011
On May 7 regular members Nanou Laliberte, Ed Lawless, Alan Williams, and Creston Gaither met with Eric and Wayne Pelletier at the I'Anson site on Klir Beck Road (map 11 lot 48-H) to consider Eric's proposal to extend the existing driveway and remove some of the existing fill (see permit subsequently issued for details).
At 6:00 PM this evening regular members Nanou Laliberte, Ed Lawless, Waine Whittier, and Creston Gaither met at Jim and Maria Samuelson's site on Stream Road (map 5 lot 32-2) to conduct a site visit regarding their proposal to build a house on the lot. They then went to Don Ripley's site on Waugh Road for a site visit concerning his proposed addition.
The regular meeting convened at 7:00 PM at the Town House with regular member Alan Williams also present, as was Bob Bassett who represented Don Ripley. Minutes of the April 27 meeting were read and accepted.
The Board first considered the Ripley proposal and, after some further discussion with Bob, made findings of fact as per Section 16.D. of Vienna’s Shoreland Zoning Ordinance (SZO), found the proposal conforming, and voted to authorize Creston to issue the usual SZO permit by letter for this work (see permit issued for details).
The Board then considered the Samuelson proposal. There is some uncertainty as to whether the proposed construction lies within the shoreland zone but Jim had agreed on site to assume that it does for permitting purposes. The Board made findings of fact as outlined above, found the proposal conforming, and voted to authorize Creston to issue the usual SZO permit by letter for this work (see permit issued for details).
The possibility of enacting a Site Plan Review Ordinance, possibly to include wind turbine regulations, was informally discussed. Waine will contact Sue Burns regarding her interest in working on this. Waine and Creston were re-elected Chairman and secretary, respectively.
