Planning Board - Minutes: January 25, 2012


The meeting convened at the Town House at 7:00 PM. Regular members present were Alan Williams, Ed Lawless,Waine Whittier and Nanou Laliberte and Creston Gaither.

Minutes of the December 28 meeting were read and accepted.

Sue Burns appeared briefly. She says that Gwen Hilton has advised her that the Town should
perhaps resubmit its Comprehensive Plan to the State, as there are new rules for the State
to use in certifying such plans. Having a properly certified plan could be advantageous
to any grant proposal the Town might someday submit. The State had previously noted
certain shortcomings in the Town's plan. Sue will discuss the situation with State
Planning Office personnel. Any changes would require a public hearing and a Town
Meeting vote.

David Clark has contacted Waine and Creston about selling some portions of his Town House
Road property, and whether subdivision review would be required. The exception for
a subdivider who has retained a parcel for the subdivider's own use as a single-family
residence for 5 years, as found in M.R.S.A. Title 30-A §4401.4 (1) was discussed. It is
not clear to the board exactly what would be the configuration of the proposed division
of the property, and the proposal was only informally considered. Board members have
noted "For Sale" signs on the property and have seen related real estate listings. It does
not appear that the outsales suggested by this data would require municipal review.
Waine will discuss this with David.

Alan noted inconsistencies between the Notification of Construction and Shoreland Zoning
Ordinances as regards their 1 - year and 2 -year windows for completion of construction.
